helmets boots and primary weapons are not dropping for me... LIKE EVER

I got boots and primaries from challenge mode but it won't drop me a helmet. Every time. I only completed oryx on normal once and I've 21 oryx completions. So that's 20 chances of a hard mode helmet, about 10 of them challenge modes and still not 1 helmet.
