A raid in the city the tower looks over, where we have to protect it from Cabal. I think it'd be cool going through buildings and city streets fighting cabal. Then at the end go up into a big cabal ship and kill a final boss.

Yeah, like after a mission where we secure an area of the city we make a "safe zone" and they use that as the social space
