It's the preemptive nerf strategy. Since it is inevitable that they will directly or indirectly cause tragic and wasteful guardian death in the crucible, bungie has been forced to initiate a pre nerf strategy in anticipation of later cries of unfair and unbalanced equipment. It's actually quite smart. Nerf them out of the game before launch so no one cries later. Soon they will Just replace all armor with track suits and guns their water equivalents so no one dies again anyway.
