Thought I responded to this. Because it's easier to leave the prototypes there and never finish them than to remove them. It's not like the database was ever intended to be customer-facing.

Then why is it available to everyone who uses the site (presumable customers?)

Because they were too lazy to filter out the bad results when they designed the interface to their internal dB.
