Both types of weapons take different types of skill. Both can get lucky, dumb, "shouldn't have happened" kills, and both can be really annoying in the right hands.
I suck at shotgunning. I am not skilled at closing gams and being quick to react in cqc.
I am better at sniping because I have always played slower, more tactical, and more calculated.
Do I get frustrated when a good shotgunner catches me by surprise? It closes a gap that I have no chance of countering? Of course. But I also get annoyed when I'm scoped in and someone can done me before I get them.
On the other hand, one of the best feelings in the game is coming someone else before they get me in a snipe-off.
Bottom line is: everything takes some kind of skill. Sometimes people get lucky. But any weapon is always going to be REALLY annoying when it's used by someone who is good with it.

I wasn't hitting at Snipers talking no skill, it's just they are an easier secondary to master, under Sidearms and Fusions.
