All Fusion Rifles are one-burst kills. Some of them just require more bolts to hit, but have a reduced charge time to compensate.

I've used a fusion rifle in a elimination match and it barely took down the enemies shield.(All bolts hit)

Then you missed some. Every fusion aside from qbb and vex will 1hk a guardian w/o level advantages if every bolt hits.
