Pvp is the only thing keeping this game going at the moment. You can't keep a pve game going without regular content updates and there's no way Bungie can keep up with demand for that I think the PoE side of this free update was originally planned as a 1 week special event and the rest was scheduled for the September dlc. They just threw it all together to keep players
