They didn't really improve Iron Banner. Adding medallions made it slightly more tolerable and even then just barely. Frankly, they still don't do what they're supposed to do, but that's another tangent for another time... Anyway, the reason is that PVE content takes more effort than PVE content. And further, if their priority is PVP and they're so great but simply choose to ignore PVE out of spite or w/e, then why the hell is PVP still a broken mess? Why is MM and lag still borked? Why are classes still wildly unbalanced? Why are weapons also embarrassingly unbalanced beyond repair? Why did it take 9 months for Thorn to get nerfed? Data analysis showed every damning issue with the game pretty much since launch and in reality practically none of their changes have improved the PVP or PVE. And yes all those things you mentioned are relatively easy. Not as easy as taking an order at McDonald's, but in the game world, pretty easy. Changing percentage values isn't hard.
Bungie can only provide a quality PVE experience if you give them a ton of time to focus solely on that.
You're giving them way, way,[i] way [/i]too much credit for general upkeep. That's like doubling your kid's allowance from the week before and then letting that stack for next week just for keeping their room clean.
