I hate to think this way, but it is something that crossed my mind. I wasn't buying the idea that it came because of PvP. I sometimes feel like they hide their PvE intentions by bringing up PvP stats and graphs. There were other ways to address this.
I'm not a developer, but if this was about PvP it seems like the better move would have been to limit how much ammo a person can grab from a crate at a time. The same way they were able to go in and eliminate ammo at the start of each PvP match for Trials, while not hitting PvE.
IMO this move was more about preventing us from killing Warpriest and Golgoroth in 2 rounds or less.
