Asians in higher developed countries have higher IQ's than their counterparts The same go for blacks A few Asian countries have a culture that places a lot of respect on intelligence and they have a higher IQ than cultures that place a higher emphasis on hard work like the more rural focused countries. This is why it is theorized as for the reason Jews have the highest IQ's as there is evidence for this exact culture shift. Another example is the lower IQ's of whites who live in poor Eastern European countries. And the lower IQ's of the impoverished whites of the south(i.e. Rednecks for short) Then you take in the fact that IQ's have steadily rose in relation with technological advances and spreading of wealth over the years. As for technological advances of the past, European and middle Eastern people saw the fastest rise in technology and IQ among all other groups. They were still exceptions like the Gauls who remained stuck in time for years and were on the same level as the tribes of Africa and Asian Mongols. Anyway a similarity the Europeans and middle easterners shared was their region of development, which were both the most hostile to the human frame. So it is theorized that due to that they had to adapt faster than other groups, in a sense giving them an early start to the race, but as man has evolved to tame their environment towards their needs the other groups have steadily caught up and trends have shown that if the same conditions are placed over a long amount of time, IQ's range start to plateau.

Africa is still the world's dumpster when it comes to quality of conditions, despite numerous attempts over the past few centuries to change that. European colonization and building efforts in Africa started well before 1900, and all those attempts ended in disaster for both sides. Recently China began getting involved in Africa, and they face many obstacles and their seems to be little sign of things changing for the better in the attitudes of the native people. There is also great struggle in the Middle East and North Africa, which both have been in contact with Europe for well over a millennium and if the IQ really has gone up to be comparable to Europeans it has not shown itself in the people's actions. I'd be overjoyed if every region on earth had people of around the same high IQ as Europeans or Asians, but I am not convinced that is happening in any rapid manner.
