[i]If a guardian at 309 joins your raid group chances are he won't understand the mechanics to the full. Because if he had completed it many times, then his light level would naturally be higher.

...and THAT's where you're wrong...and why that kind of sloppy thinking has such a negative effect on the community.
1. The player could have completed the raid many times...and simply had very bad luck with the drops. So he's never gotten the drops to raise his light level.
2. The player could have completed the raid many times....and is simply running one of their alternate characters.
3. The player with the high light level could be relatively inexperienced....but just got lucky with gear drops, so they've advanced very quickly.
Light level is NOT a reliable marker for skill OR experience when raiding. I cleared my first Hard Mode KF raid at light 305. I did my first Oryx Challenge mode at 312. I can hold my own with ANY raid team (I am never any raid team's weak link) ..and my highest light level character right now is a 316.
Yet NONE of my characters has a full set of KF armor. Because I'm not interested in grinding the raid EVERY week...and I got a SHIT load of duplicate drops. Or no-drops, when I did raid.
The KF raid simply isn't that difficult. Its just that you need to get 6 people working together doing something very specific...where there is little (artificially little) margin for error. The raid teams that run into problem are not because of lack of experience....but because of POOR COORDINATION.
In my case, because someone isn't focused----or is drunk/high at the time-----or the team composition is lopsided. So we're missing someone necessary fro a particular role.
