Because that os how contracts work. Sony gave money to have extra stuff for their player base, therefore bungie/activision are legally obligated to give playstation extra stuff.
Whether we like it or not, that is how the dealis currently. If you dont like it, either stop playing or switch to ps, there are no other choices.
