But Asians in history had a lot of focus on farming. Watching over the rice paddies was very meticulous work.

All fine and sensible, but how long would such a thing take? Africa is still the world's dumpster when it comes to quality of conditions, despite numerous attempts over the past few centuries to change that. European colonization and building efforts in Africa started well before 1900, and all those attempts ended in disaster for both sides. Recently China began getting involved in Africa, and they face many obstacles and their seems to be little sign of things changing for the better in the attitudes of the native people.
There is also great struggle in the Middle East and North Africa, which both have been in contact with Europe for well over a millennium and if the IQ really has gone up to be comparable to Europeans it has not shown itself in the people's actions. I'd be overjoyed if every region on earth had people of around the same high IQ as Europeans or Asians, but I am not convinced that is happening in any rapid manner.

Yes but don't forget that many Asians countries had a caste like system. I might be thinking of another group and not Mongols then, I can't remember this reply was made awhile ago. Don't forget the inner workings of colonization and its effect when factoring in this change. Study time of independence and technological change and you will see it is moving steadily. A lot of those countries became independent in the 60's. IQ's the level of Asian countries would be preferable European countries aren't that impressive once you look at average IQ's county wise then take the IQ's of top colleges. But yeah, in a few years it will all plateau out, naturally the hill will be steeper as our technological advances are moving faster than natural progression.
