So with all the hubbub about PVE and PVP separation is got me thinking.
The Devs stated that they won't separate because they want the weapons to perform and/or feel the same between the modes. At a high level that has some logic to it but we've all seen the results of how adjustments that are deemed to be from PVP Balance affect PVE.
My Idea is this:
Have different Perks for PVE and PVP. Perks that pertain more to those modes.
High Caliber Rounds is a great example. In PVP it only has a minor affect to Impact (if any) but in PVE the knock-back is a critical mechanic in most cases. This could be a PVE only perk.
So basically you set your preference of perks up separate for each mode. Base weapon stats remain the same so it still feels the same between modes.
Feel free to expand on this idea.

Heres the thing, they say they don't want weapons to feel different between PvE and PvP but as we all know weapons perform completely different between the two modes as it is. Weapons that are effective in PvP can be next to useless in PvE and vice versa. For example fatebringer, while it is a incredible weapon in PvE its performance in PvP is lacking. The reason for this is because of the damage modifier is completely different between the two modes. There will NEVER be a weapon that performs the same in PvP as it does in PvE because of this. The devs saying they don't want the weapons to feel different and separate the two modes completely is for the same reason they won't add in things such as matchmaking for end game content. It is their way of attempting to control how the players interact with the game. They are simply telling us THEY control the game and no matter what we say or do they aren't going to change their mind.
