You need to make it so scoped snipers actually flinch when shot. It shouldn't be that easy to headshot so consistently while your getting shot in the head yourself by an auto rifle or pulse rifle. Also, two body shots with a sniper shouldn't kill faster than precision shots with a primary at the primary's most effective range.
