Yes there should be sprint charge up. It's like a car, if you hit the accelerator you don't instantly go 60 mph (or whatever the equivalent may be if you use another measurement). The car accelerates to get to that speed.
Same principal with shoulder charge, starting a sprint and instantly having it ready doesn't make sense. The inertia is not there
