Are Jesse and James from Team Rocket "gender fluid"?

Team Rocket happened to cross my mind and as I was remembering all their crazy plans, I started to recall all their brilliant disguises and how confused I was as a kid seeing James wear blatantly feminine ones while Jesse wore masculine ones.
Fast forward to the era we're at now and it just occurred to me, were they doing more than simply cross-dressing? Were they actually "gender fluid"?

Lolno. If you were always looking out for a certain diabolical duo, would you expect a woman to be disguised as a woman or a man. The man would be far less likely of a choice, therefore unexpected and chosen.
