That was early on in the war. By the time we had the nukes, most of the general populace was opposed to continuing the war. A blockade would have done just as well without the casualties.

Many of the citizens wanted to stop but their leader wouldn't stop.

Wasn't even their "leader". Hirohito was opposed to the war from day 1. It was the other politicians who were threatening a coup.
