It does but probably not the way that your thinking. i have an Unfriendly Giant that has the perk and all it does is let you pick up ammo farther away from you. I think it literally just doubles or triples your ammo pickup radius, I forgot by how much it is. So you still have to get into that heavy ammo radius for the heavy ammo to even spawn for you. But hey, atleast you don't have to go all the way to the heavy ammo to get it, am I right? Haha.
