There is also the case where the heavy spawn is either exposed or protected. Rusted Lands both heavy spawns are protected. Pantheon outside heavy is vulnerable to attack from a multitude of directions. Waiting on Pantheon outside heavy is a risky endeavor. So map placement is a factor as well.
