He can't be a voice because the game is rated T. For non US players that means no hard swearing.

I'm a US player but admittedly wasn't thinking about the rating. The Samuel Jackson ghost would have to have unique dialog from the rest of the game to make it work. They aren't changing the rating. So even if various ghost voices might happen (doubt they ever will), we won't get pulp fiction Jackson. Probably more like Capitol One Jackson.
