Do you guys think bungie penalizes players for having a bad connection?

I don't like it, never see the point in wasting your own time sensing hateful messages. Only thing that annoys me is when people in crucible stand still, inactive. I don't hate mail them I just report them for inactivity, it kills crucible for people that actually enjoy it.
