I have a red bar in every single Crucible match I play in. I have a fine connection, that's wired, and I don't lag. People have no problem killing me, or I them.
This is the only game where it happens to me tho. I can play every other game online and show green

I have great Internet, i think what happens is that a far-away player comes onto my team and all of a sudden everyones latency goes through the roof because of bungies weird networking and lack of game hosting servers

It's strange because it's never a problem for PVE, as several people in my clan are from Hawaii and Colorado while I'm in WV. Seems to be a Crucible problem, maybe their servers can't handle a full lobby of people scattered worldwide smoothly.
