Since my little [url=https://www.bungie.net/en/Forum/Post/205099077//0]episode[/url] provided by the link has not been properly answered or resolved, i decided to do some tinkering.
It just doesn't make sence that the compatible packs (5,6,7,8,11) work for me and not for any one that plays with a new account. Each profile will try to re download the compatibility packs and will be done in a matter of seconds. But every new user (with xbox live enabled) gets the same error code [b]BOAR[/b]
So I decided to do [b]DELETE[/b] ALL compatability packs and log in as a new user and download them again. 5 - 6 hours later I got them all downloaded and now all new users were able to play. I was relieved.
But then this happened..........
When I logged in to play, it said I had to download the compatability packs. I was stunned to see this and canceled the download. Luckily for me I saved a copies of the files (compatability packs) on a flash drive (I play on tons of different consoles). only with the old files I can play. Wth?
So my analysis is.......
[b]COMPATIBILITY PACKS FOR EACH NEW AND OLD DESTINY PLAYERS ARE......DIFFERENT!?[/b]
which means......
[b]YOU NEED 2 FLASH DRIVES, LABELED, WHEN EVER A NEW OR OLD PLAYER IS GONNA PLAY, BOTH CANNOT BE PLUGGED IN TOGETHER SIMULTANEOUSLY SINCE THE GAME STARTS UP AND SCANS ONLY ONE DRIVE AND WOULD THINK ALL FILES ARE THE SAME[/b]
Bungie please let me know if I'm right or wrong, because I feel like I'm on the money Here and if this is a bug, it's a major one and needs fixing immediately and I'm glad I found it for yall. if it's intentional then that's stupid. Really dumb. Like come on bungie really? Horrible idea.
As usual I can provide evidence, data to prove my case.
I hope someone reads this & Finally respond to this......sooner than later.

You should try and delete destiny fully then download it again and if it doesn't help go on Twitter and ask @Bungiehelp
