Instead of kicking out and banning those with a red bar or bad connection, or even those that cheat, I suggest an alternative. Rockstar implemented a system where they forced these individuals to play on a server all together. Eventually the player will either revel in the antics with other like minded individuals or grow immensely tired of the monotony. Just thought that it would be a good alternative to losing player base. Also, the players that have a bad connection may not be able to help that. Denying them to play a game mode isn't the best way to go about it either in my opinion.
