Is the Cortana app supposed to talk? I can't get Cortana to talk on my Windows 10 PC.

In order for Cortana to actually speak back to you, you have to speak to her in the first place. If you type something in the search bar, she won't say anything.

It's to do with your speakers being off, mess around with the adios settings, have fun.
