Should they make Rise of Iron exclusive to current gen? No.
Should they make Destiny 2 exclusive to current gen? Yes.
Because Rise of Iron is running on The Taken King and on Destiny 1, the infrastructure is going to receive little change. You won't notice any major different at all until Destiny 2.
