It's honestly both, I don't understand dropping last gen right before a big expansion, it's not like we can handle it it's nothing new, and don't give me the bullshit that "last gen is holding us back!" Because it's not, but when destiny 2 comes, my PS3 is only being use for borderlands 2

The reason behind this choice is a marketing and development reason as well as the fact that the last gen consoles don't have enough RAM to run anymore of the game changes. Marketing reason: Destiny 2 is in a year, get a sneak peak at how Destiny will evolve in the next expansion with changes that old gen couldn't handle. Development: Less time wasted trying to port changes and work around behind 10 year old hardware.

I doubt I will get a PSNeo since I just upgraded my hardrive to a 2 terabyte. Only one game crash so far. If the upgrade I deem as worth it then I'll just replace the Neo hard drive with my current one on Day 1.
