All factions are based on real-life people do when calamity hits their hometowns.
Some people stay and fight for what they believe in and from the opposing view, sometimes are referred to as being radicals or extremists. Maybe even terrorists. And vice versa when it comes to the other side.
Some people would stay and put up with it, and rebuild when everything is over. In this case, a brave notion, but some would call these people being stubborn.
And some people leave their home because it's too dangerous and become refugees, finding safe haven for their loved ones.
Fact is, there are plenty of refugees in the world. Even now, people from Syria have fled their home to avoid the worst for their families.
The lore behind this is set relatively close to reality. This is what happens during war. Would you look down on anyone for choosing any of the above forementioned choices? I wouldn't. Every has their own situations and it's their choice to make.
And yes, this is a video game, but the options are the same. It may be more of a choice for what color you want to wear, but the lore is still based on the history of real life war situations. My point is, all options are viable, both in shaders and lore.

If its a CIVIL war....I'm likely to just get out of the way and let the crazies have at it. If its a foreign power (Like The Darkness).....I'm more likely to be a part of the Die-on-your-feet-rather-than-live-on-your-knees contingent. Which is why all I needed to hear in the vanilla game was that cut scene with the The Speaker. Humanity in a War of Annihilation against someone who came here to wipe US out? Point me in the right direction and show me who needs killin'...... ...we can sort out the rest later.....
