Essentially this. No one stops to see what they are doing wrong that caused them to get rocked, they just salt it up over the fact that it rocked them. No one stops to research how the ability works so they can understand it and counter it, they just assume it's OP. Then people hear it's OP, and flock to use it, Bungie gets another shitty chart on it, and it gets a time out.
