First, unless someone reads every single nerf for shoulder charge to determine the players main, to arbitrarily say it's hunter main players calling for a nerf is just an assumption.
Remember, warlocks sunsinger was deemed as "ok" the patch before this last and fire bolt was untouched. Then bungie posts:

This sets a dangerous precedence. Bungie has now proven that they will nerf [b][i]NOT[/i][/b] because it's necessary ("while not out performing other classes"), but just because frustrated players bitch loud enough.
If anyone should be salty it's warlock mains.
So, hunter main players seriously got f*cked last patch. Warlock main players got unjustly f*cked by bungie's own admission.
The call for shoulder charge nerf has nothing to do with it being op, this is a class war. "F*ck with my shit, I'll f*ck with yours." That frustrating encounters for warlocks came from bitching. Shadestep went untouched for almost a year before about 2 months of incessant bitching rook it's toll.
So, now it's time for revenge and the higher use of shoulder charge had made it a great target. Bungie has proven with the sunsinger nerf that all we gotta do is bitch enough, regardless if it's "out performing" or not.
Some people should've just kept thier mouths shut. Karma, what goes around. Hunters got hit. Warlock's got hit. Now it's titans turn. This is a class war.
