I'm not sure if you are being deliberately obtuse or not. The point is until you actually get into the game and start playing how do you know if someone you hooked up with on LFG is a cheater unless their names are put out there somewhere so you know to avoid them? Its no bloody use only Bungie knowing them is it? I go to LFG, I post LFG trials run. I get invited to a party, we go to trials, we play, one of my team cheats, I get banned. How could I avoid that? Either ask if they cheat (they cheat, they are dishonest so not really putting much faith in that system to be honest) of never use LFG which would be fine if Bungie actually provided a matchmaking system. If someone gets arrested and questioned for a crime it is so anyone with any evidence may come forward to aid the investigation, that is done regardless of harassment worries because there is no greater crime than innocent people being found guilty. You can argue about one being the breaking of the law rather than the rules of a game however, to the innocent person the cost is the same, a loss of liberty to do as one wants.
