As I said before, it's not a perfect system. Innocent people are going to get banned in any game. It's very rare that this happens, though, because seriously, how many people are you going to hook up with through LFG who just [i]happen[/i] to be cheating?
Bungie knows nothing about the player a cheater may be playing with, so they have to assume that that player is completely aware of that fact. I'd rather have a couple of people get a temporary ban than have cheaters running loose because someone at Bungie thought, "hey, this guy is playing with a cheater and is winning because of it, but he might not know he's cheating, so I'll let it slide."
I do see your point, there should be a clearer way to determine who is really at fault. Unfortunately, there really isn't. All Bungie gets is a game tape and a report form to go off of. They have to operate under the assumption that all parties that may be guilty are guilty. Otherwise, a lot of cheaters would get away with it.
I don't make the ban policy. I agree with it for the most part, but if you don't like it, that's tough. It's the system we have, and we have to deal with it. That's how it goes.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
