I used a LOT of heavy ammo synthesis and motes of light to rank up my New Monarchy 10 times (rank 18 to 28) and whenever I got a package I pressed B so I could open them all at the end. However when I was done I only got the option to open 1 package and after that it gave me the exotic cloak quest. I never got the other 9 packages and I am not sure why. Help...
