The tribune and his two evocati had hands on swords but did not draw them yet. This man luthor, was without a doubt a deadly man, the two legionnaires on the floor proved that. Chances were, he had excellent hand to hand combat training, far superior to that of the legion. So he would proceed carefully, and keep his wits about him.

"The target is posing as a prisoner, but my Intel indicates that he's running the show on site. He answers to only one." You immediately recognize the picture of the "prisoner" immediately. Ostan Del'Rothas. Luthor turns to leave, but looks over his shoulder. "And Tullius, there are no prisoners. That this man is who you say he is." The tribune had his suspicions about the former senator, but nothing concrete and certainly nothing that he could bring to his superiors.
