Former Titan Main here: Based on personal experience, it doesn't need a "nerf" per se, it just needs tuned a little more. The only thing that makes it super annoying is the ability to spam it. In my own personal opinion, it's time to activate should be longer, it's time staying active should be shorter, and the hitboxes need reduced juuuuust slightly. And the cool down time between shoulder charges needs to be a little longer.
