DoT artifact incoming, so why did you nerf Sunsingers?

Hey Bungie, just one quick question. If you guys had originally planned for an artifact that negates DoT in Rise of Iron dlc, what was the purpose of nerfing the "Viking Funeral" perk? Im just curious.

With that artifact and the way sunsingers are now, bungie might as well take sunsingers out of the game
