DoT artifact incoming, so why did you nerf Sunsingers?

Hey Bungie, just one quick question. If you guys had originally planned for an artifact that negates DoT in Rise of Iron dlc, what was the purpose of nerfing the "Viking Funeral" perk? Im just curious.

i wonder why they got rid of viking funeral but still nerfed the heck out of firebolts.
