Full auto perk you would still see the gun "burst" fire with a pause, you can just keep your finger on the trigger.
The Hawksaw in the vid doesn't pulse, it's constant stream like a high ROF AR.
Modded controller imo.

Modded controller still can't press the button faster than programmed fire rates. I think that OP was just experiencing the worst lag from his side of the ocean, and that he's really good at editing video.

It's a controller mod using a usb mod tool that allows mapping button sequences with macros. It exploits a reload/sprint cancel glitch in the game to circumvent the fire rate, similar to the reload cancel glitch to circumvent the fire rate limit on NLB.
