It means 'at the minimum' so yes, it COULD be later than Fall of 2016 (If the contract is extended)

Not only do we have to wait to get ps4 exclusives but now Sony can keep renewing the contract as long as they want.

I understand that completely. What i do not understand, ironically, is how XBox players do not read the Exclusives page correctly or understand it at all. They just keep whining lol
