It is, and as far as whats fair the community, this is killing the player numbers further. People could overlook the pitiful weapon and class balancing that creates one new meta after another, but not delivering the year two exotics and content to xbox like they did before is just plain greedy on the executives part. Didnt bungie say early in the year that TTK exclusives would come to xbox in the fall?
