Not something they intended to do but it was necessary to preserve the story, otherwise destiny wouldn't have had a story at all until the dark below. Also adressing the whole "bungie does this to make more money", what have they done besides dlc to basically force you to spend money for weapons or armor, it's not like cod where your chances for better weapons are basically shit unless you spend 20 bucks.
