Good job... I would say I touched most of what you said except for the QoS... I never tried it.. However most of the issues is with other gamers network issue... or how far they are... and how to reduce the number of hops of my router to reach the peer of the other gamer's console.

My understanding of ISP level stuff is shaky at best, but iBGP uses AS hop count as the default prevailing metric. Maybe eBGP is different. However I believe that most ISPs adjust metrics for load balancing, bandwidth, and latency anyway for manipulating best path selection. Unfortunately that still isn't going to help much if you're playing with or against a host on the other side of the world. You can't polish a turd.
