They don't need the lore to be in the game, they need to put a story in the game. There needs to be an enemy that is properly built up and established, who has their own ideas. There must be some real objective that is believable and difficult to pass. Their must also be several parts to the story, and an actual story arc that build up suspense to a proper climax. Sure TTK did this, sort of, but it really was just an average story that didn't make as much sense as it should have it you haven't read the grimoir cards online.
Also, just because you would' use a grimoir kiosk doesn't mean other people won't. There is no harm in putting it in the game, now is there?
