So why do people keep refusing to let the government reintroduce them back to their native lands?

The main reason they steal chickens and such is because they have a family to feed, and the competition in the hunting world usually outperforms them. So, they hop on over to Mr. I own a billion chickens's house and take like two or ten to keep the Kits well fed.
