Scouts were always not very good in pvp except for mida multi tool.

No. Right now scouts are valid in pvp like other primaries. All primaries should be useful in all scenarios. And your idea is wrong too. I see a nice amount of primaries. A special us supposed to be something extremely powerful in its range. This isn't CoD.

My friend special is being used like primaries. People just wait for primary to spawn. That shouldn't be the case.
