I was saying to just get rid of the Bloom penalty altogether. If a Hand Cannon accurately was able to place their shots at the pace their Rate of Fire suggest then players wouldn't seek out Range stats for Hand Cannons. Look at The Last Word for an example, crap range but has the perception of being accurate. As of right now The Last Word is a popular Hand Cannon in spite of its crap range stat.
