Certain archetypes need buffs. But primaries as a whole do not. Scouts safely challenge snipers. Bullet hose AR's and high impact hand cannons counter shotguns. Also side arms are a GREAT counter to shotguns. Hell a properly rolled fusion rifle is as well.
Some pulses can challenge snipers as well.
