You don't have to be a technician to know that dedicated servers can easily be added. PC games have dedicated servers added and removed all the time. Plus games have been having dedicated servers for years before Destiny came out, so its not like it wasn't around when Destiny came out and is a thing now. Dedicated servers have been around and Bungie knew the game could use them because Bungie made games with dedicated servers. Activision was just too cheap to dedicate capital towards dedicated servers.
