Can you only get this in pvp or can you get it anywhere? I don't have it but wish I do.

Anywhere I'm thinking. Got 2 buffs during a strike.

Picked up two on my warlock from running strikes with someone who had it. Not sure if it is still there or not only played until i ranked my vanguard up then got off.
